This outlet box is a vintage of Rocky Patel Vintage 1992 (picture is incorrect, this is 1992 not 1990). This is 1992 with a red band which was changed to black, I think, ~ 8 years ago. So, originally 8-10 years aged tobacco was aged another ~ 8 years. The taste is creamy and musty a classic vintage tobacco.
